There is a reason we struggle to get transfers done and in large part due to this constant haggling and low ball offers that only get off negotiations to a bad start and piss off the selling club. Our MO is to declare interest in players, unsettle them, and offer significantly less than market value.
Liverpool is a great example of the decisiveness needed in the modern day market. They identify targets, don’t f’ around, and come in with offers to get the player bought. They rarely have missed on their major targets the past few years and it’s the reason they pushed on past us and won the CL and destroyed the league.
The transfer market has moved years beyond Levy and he is just no longer effective in managing it. I am sure Poch is growing tired of it as well.

Its inevitable - if we want top class players, we have to assume other top teams will want them. That's the risk of trying to break the glass ceiling.
But it empahsises the need to move quickly and get it done before (as could well happen) the targets of the likes of Real, City etc fall over, and thus they thereafter prioritise the likes of Ndombele

It'll be the standard Levy procedure, make a bid well below the asking price, the club will say no and he'll go somewhere else. Levy can then say that "Hey, we tried" before signing a championship player on loan instead.
I know we have reason to think this considering our past transfer history, but this take is getting quite boring now. ITK seems a lot more optimistic this year and even so, we were very close to signing de Jong last year (who is quite widely regarded as one of if not the best midfield prospects in the world) save for a last minute decision.
