Ultimately I don't know what Archway really think they'll achieve from this unless they genuinely have cause to believe that a. Spurs have offered them an amount well below the market value, b. their business would be hugely and irretrievably disadvantaged by moving (unlikely, they are hardly a business benefitting from huge passing trade!), and/or c. they have cause to suspect that a CPO or those involved in it will substantially undervalue their property. I suspect there is an element of secret option d. which is that they have been negotiating with Levy for the best part of a decade and as a result don't like him and/or believe that any offer he is making is an insult regardless of its size based on how they may now perceive him.
However, given that we have negotiated to buy all of the properties around the site without this trouble, I suspect that even if we went in too low at the outset (always happens) we have eventually paid a fair rate, possibly even a premium on many of the other properties. As Archway are now the last ones, a position they were no-doubt aiming for, I suspect that they wanted (and had/have) an excellent bargaining position allowing them to push for that little bit more to get the deal closed. This I suspect has now gone as it has gone to a CPO. In fact I suspect that Archway are upset at what the CPO has been set at and want to try and extract whatever amount Levy has offered in the past. Also, bet we have now reduced our 'final' settlement offer and they are now going to fight to get whatever they can.
I am no Levy apologist, as some of you will probably know/remember(?), but I don't really know what Archway expect to acheive. They will either land themselves in the middle of an area which has had a number of surrounding businesses disappear, as a sort of lone beacon of stubborness, or they will ultimately be removed and I doubt they will get much more money, particularly after legal fees are considered. Whoever is advising them I think is only looking after their own back pocket and in reality they just need to acheive whatever it takes to allow them to set-up elsewhere and continue to trade. The more they hurt Spurs the harder it becomes for us to build and the less likely they will see any more money.
