As funny as it is. I think it's a disgrace, it seems they are singling out the PL.

Oh so thats why we didnt sign any players, why didnt people make a bigger deal out of this?Which basically negates the punishment. They can stock up this summer then do a Spurs and be fine when it’s all said and done.
If the likes of City and Chelsea didn’t cheat and financially dope, there’d be nothing to single out.

I don't think they would have needed to tell Chelsea as it wasn't relevant until Chelsea appealed and they didn't know Chelsea would appeal, technically anyway. I think they could rightfully argue that it was a loophole that has been used to avoid the punishment and that loophole is now closed, as long as they consistently uphold that position from now on the are on solid ground. Surely Chelsea just pursue an appeal through the Court of Arbitration for Sport. Worked for Real Madrid after a failed FIFA appeal.
Also, it's said that they can still sign players but not register them during said ban. So although detrimental to a players career, and highly unlikely, they could still snaffle some good talent, especially in the second window if the ban is upheld.
