This could happen. I'm listening to the Spurs chat on twitter space and the sports journalist on there, who's an Inter fan, thinks this could be a goer as its the most obvious thing for Inter to do. Skriniar really doesn't want to leave, but Lautaro is more ready.
He also said he believes the offer's been there for a while and Pedulla has released this today as a precursor to his departure.

Ive stayed away from getting excited about transfers as ive cottone don to the fact that most people chat shit - I mean who telsl them we will bid 90m? That is way too much and since when could we pay 90m for a striker. I do think these twitter people just try to see how many legs they can pull

If I'm remembering the sums correctly, that's only ~£17m more than what Romano tweeted that Everton were demanding for Richarlison. Lautaro is worth that cost difference, no doubt in my mind.

I agree with most people on here that 90 million is a lot of money but which one would you rather have: Lautaro for 90 or Richarlison for 70?

For me it's easily the former.
