He may have been punished but he doesn't appear to have learnt his lesson, nor has he accepted any responsibility.
I'd say that going by the videos, his interview and what or resident ITK's are saying, we should steer well clear of the bloke.

That’s the main issue for me. A huge part of recovering from addiction is accepting that you are an addict. He doesn’t seem to be doing that.He made a mistake; we all do. The fact he can't outright state it was entirely his fault is not a good look.
The gossip column on BBC.com is suggesting Cheatski could bid for him, and he's valued at 80 million pounds......match made in heaven, and so appropriate. I don't care where he goes as long as it's not to us! He's cancer looking for a host!
If he's valued at 80m I reckon Chelsea could probably get him for around 140m.

Great footballer though, and I would be annoyed if either Arsenal or Chelsea got him, because I do think he is what they need (from a footballing perspective).

They often don’t match the hype when they’re playing again.Toney hasn't come across well in his interviews. Not convinced his ability matches the fee anyway, add to that the potential character issues and makes him a player I'd likely keep away from.
Watkins also isn't great value. 27 years old, I think, with 2.5 years left on his contract.
I don't mind us spending big, but don't rate either as being good enough to justify such a fee.
