Problem for PSG is that no one can force Foyth to transfer to a club he does not want to join. If he has his heart set on the Premiership, which is the point of the headline, PSG can offer as much they like, but their offers are absolutely irrelevant.
He'd have Poch, his son, the coaches, ossie, Lamela all to help him no doubt
