The idea was for the European leagues to follow this move but they haven't, yet at least.
Only 5 PL clubs voted against it in 2017. Man City, Man Utd, Palace, Watford and Swansea. Burnley abstained. The other 14 were in favour of it.
Perhaps a better move would have been to close the domestic transfer window before the season starts but allow clubs to buy and sell outside until the end of August. The HG and squad registration requirements impose limitations as it is.
The whole point is to have a settled squad for the start of the season. Players fully focussed without being called by agents regarding possible moves.
We got half. We know who are squad is going into the season as long as levy doesn't decide to sell anyone.
Until the other windows close at the same time you still have that uncertainty but without the ability to replace them.
