I think it can only be called in hindsight. Trophies, yes this is success but football doesn't seem to operate in the same manner because of the pull and lure of Champions League football and the extra revenue it brings in.
If Arsenal's inability to claim CL football this season should define how their position for the coming years then, no, I don't think a trophy over CL can be deemed success. It's pretty subjective though, I guess.
