Makes sense why we would be in for Toljan if there really is a £19m difference between what we'd pay for him and what Porto are demanding for Pereira.
It would be a shame, though. From what we saw of Trippier last season I just really don't think he has the physical tools to play at the highest level. Thinking about his performances in the CL and against United I am absolutely dreading seeing him attempt to defend Hazard, Sane, Alexis, Martial, and Mane/Salah. It's all well and good to pump in dangerous cross after dangerous cross against the Watfords, Hulls, and Leicesters of the world but if we can't beat our rivals it could well be the difference between CL qualification and finishing sixth.
It really would be preferable IMO to bring in a right wingback like Pereira who has the physical tools and experience to play at the top level immediately as opposed to a project like Toljan, not to mention the affect it would have on the integration of KWP into the first team.
Ultimately though we have to be judicious with our transfer budget during the stadium build and it's hard to see us passing up the opportunity to save nearly £20m on a very similar, if relatively inexperienced, alternative.

His contract is up next year and unlike English clubs European sides don't tend to charge extortionate fees for players approaching the final year of their contract.

I believe a goal should be to get more athletic for both backup FB positions. Thinking specifically for the RB bringing in Toljan/Pereira would athletically do that. And since it would take them some time to get comfortable in our system KWP would still get games. If KWP succeeds then move Tripps along next year. Then we would have one of our own and a cheap alternative. I think the goal should always be to have a loyal academy product coming through for each position. That's certainly how I would see it playing out if we were to bring in a ready-made first XI player like Pereira (I can already see Levy licking his chops at the prospect of selling Trippier for a massive profit and replacing him with an academy player), but if we replace Walker with a young inexperienced player like Toljan then we would probably see that player blooded in with cup appearances, denying KWP his opportunities and delaying the whole process.My thoughts are very much in line with yours. I wonder how much we are interested in Toljan versus using this potential transfer as a bargaining tool for Porto. I think Toljan is good and has potential but I do like the look of Pereira.
Totally agree, trippier is exposed every time he plays against tricky or quick players, the odd decent cross is papering over the cracks of his substandard defending. I was going to say this but didn't want to sound all FM-y as I don't play it. If this leverage can get Porto to accept our offer on the table then wouldn't make some kind of sense to get Toljan as well for the pittance they are asking and blood him in on the left. He actually plays LB for Hoffenheim (RB for the NT). That's ~15M and LB and RB sorted going forward. And if Poch is considering Davies for LCB then that has him sorted and he can move Wimmer if he wants. This will also protect us for next year in case Rose wants to go as well. By the looks of it MNU will be making passes to Roses camp all year to unsettle him. look, it would be reasonable for the club to bring in another fullback and Toljan seems like a decent option....but some of the comments above talked about him as taking care of both fullback positions for years and that overlooks KWPCompletely untested. Both Pereira and Toljan have just played a full season for teams that finished in the top 4.... they're way ahead of KWP in terms of experience and being ready to play at the highest level of English football.
