No he didnt. JJ said that Toby was going to be very difficult if things didnt change due to a contractual matter, which was the whole contractual thing with AM/Saints. How multiple people have managed to construe this as JJ getting it wrong is beyond me. JJ completely nailed that one.

To be fair, he did say it was a no go. Which probably means he had heard about the legal dispute before anyone else and the media. Things were resolved and it got sorted. Nothing wrong with the info he supplied at the time I imagine.
