The most circular of sources: Espn.com.br:

De acordo com apuração do ESPN.com.br, o atleta da seleção brasileira recebeu sondagens de times como Paris Saint-Germain, Manchester City, Arsenal e Tottenham nas últimas semanas.

Translation:
According to ESPN.com.br, the Brazilian national team athlete received polls from teams such as Paris Saint-Germain, Manchester City, Arsenal and Tottenham in recent weeks.

So - ESPN Brazil reports that ESPN Brazil reports that Tottenham made contact pre July 5. ?

Gotcha, well i was praying for bissouma and that came out of nowhere so we never know but got a feeling it'll be someone that isn't quite that big of a name (which is fine as long as they fit the system)

Exactly what Arsenal need an AM! They're light in that area with Smith-Rowe, Odegaard and Viera

I'm sure they could say something similar about us...and we would reply about how it's a 'squad game'

Ultimately he's a good player, and they can sell those others if he turns out to be brilliant

I like this guy from what little I've seen, but surely it's only a runner if we help our HG issue by buying Spence?

How much better is he than Maddison? I’ve honestly never seen him play but if we need to get a none HG RWB I’d love us to go in for Maddison

There doesn’t seem to be a day that goes by without people on here wetting themselves over tenuous media links about Arsenal or Chelsea signing a player.

Would be frustrating, but I don’t think it’s realistic we’re spending 60M on this position. And would be an odd place for Arsenal to spend that much when they already have half a squad playing AM.

Will be very interesting to see. He flopped pretty bad in Serie A and then looked really good for Lyon. Is he a Guimares or a Pepe?

The article does say that Arsenal don't want to pay that ether and if it goes near that fee it will be with add ons. I don't see them paying the full amount, but I do see them getting him because they missed out on Raphinha. Their transfer activity has never made the most sense.

This makes no sense except for the fact that he's Brazilian so Edu will probably sign him with the Raphinha money.

Crazy to be spending big money on an AM with their DM issues.

The thing I really don't get about Arsenal is that they are hardly bolstering their squad depth, which was already abysmally low last season. They need it for the truncated PL season, let alone Europa on top. If they think they can get through the Europa group with a Carabao Cup kids lineup they'll be in for a surprise.
