Spurs have never really been rapidly reactionary with media stories so a bit of ineptitude isn't beyond the realms of possibility.

The FA can't condone the England Captain not honouring his contract.
It brings the game into disrepute, and would create a potential double standard every time an England player (or any player) is disciplined for off the pitch behaviour.
