I would never rule out Spurs being Spursy and doing a Spurs. Even if they'd won the first leg 10-0 and Dortmund could only field 9 players tonight, all that would need to happen would be one commentator coming out and saying "You see that spurs team? They're genuine contenders to win the Champions League." and BANG - 11-0 loss and out of the competition.
They can only function under the radar, they're so afraid of being found wanting when the chips are down that they remove themselves from the running early.

Dortmund finances aren't far behind ours, not like they're minnows of the game. Ours come easier yes through the tv deal.

BVB have an average home attendance of 80,000 but they charge a lot less on the gate. I would imagine the German TV rights are pretty low compared to the EPL.
