Yes, he does. This isn't the same as 'holding us back'.

Naturally, they do. But, moving back to the question the OP posed, the answer is 'No'.

If he makes a mistake in who he hires, then I agree he does share the blame. But hiring someone who he then fires in the future is imho exactly what he's supposed to do. It's what he has done to take us to where we are now, and hopefully further, to where we want to be. For where we were, I think most of those appointments were the correct ones at the time. They took us as far as they could and then we needed someone better. If you take out the context of where we were, and just as importantly what other options were available at the time, then you could criticise him for not signing Sir Alex Ferguson, Ronaldo and Messi as anything less was basically holding us back.

I haven't changed my mind about the mistakes he's made that have held us back in the past. This window has been fantastic but now it puts a ton of pressure on AVB because now people think top 4 is a given because of money spent. I hope Levy and the board keep faith with AVB even if we don't make it.

Where I disagree with this argument is that you are looking at decisions that have affected individual seasons rather than looking at the long term position.
My argument is that Levy has sometimes gone one step backward in order to go two steps forward and our current position to finally be able spend this money is because of that.

For example, there is a perception that our DoF system has always been a disaster but I think it's the opposite.
Arnesen/Pleat had a huge influence in turning around the squad for a low cost in the early days.
Commolli has to be re-evaluated. His watch saw the purchase of Berbs, Modric, and Bale (our 3 best players of the modern era) whose sales have put us in the financial position we are in today. Even perceived crap signings such as KPB, Taraabt, and BAE have turned out to be not too shabby.
Baldinini. I don't need to say any more on this man.

So whilst during certain parts of Levy's tenure the DoF system has looked suspect when viewed over a 10 year period it has been very successful.

Ditto for our managers, financial model (low debt, new training ground, stadium on the way), and transfer strategy (low average squad age, increasing values).

There was a firm belief that we could only go forward if we had a sugar daddy but Levy's business model over a 10 year or so period has put us in the position where we can finally spend like Chelsea/City but from money/assets generated from the club.
He has proved the entire footballing world wrong which is why he gets this kind of adulation.

A couple of bad or even indifferent results and the 'its all Levy's fault' followers will back out giving it some. They have not gone, they are just regrouping and biding their time.

Hopefully none of them will look to martyrdom for the cause - or though on second thoughts..........

But as I said earlier our last minute deals and the previous DoF buying Bale (based on Levy's transfer policy) has enabled us to do what we have this window.
We didn't have £100 million+ to spend in one window but because the overall strategy of the last decade we now have.

Levy hasn't changed anything this Summer, he's just built the club up to a stage where he can put the finishing touches on the earlier foundations. That doesn't make building the foundations any less valid as without them we wouldn't be here.

If we spend the rumoured extra £40m then we'll have a net spend of around £20m or so won't we? I can't remember the exact figures although I guess it's more about the quality of players we bring in rather than how much we spend on them.

do we really care? he could have put Bales money in his pocket and gone home........instead he has invested it....ENIC is a business and Bale and Spurs are its assets so its kind of a moot point anyway

You're not "just asking". It's a loaded question, hinting at a lack of investment.

AVB is getting his targets and building a good squad. It's not just about throwing money about for the sake of it.

I've always liked the DOF system and I agree that it works but I don't think he should have put that on hold for Levy. But I thought the whole point was NOT to spend like Chelsea/City, would there have been a big spend like this if Madrid weren't stupid enough to pay a 100milion for Bale?

About Baldini, I can only go by what one of the directors said which was that he was very pleased with his work, I don't know how much of an influence he has had in securing signings.
