Maybe we sent forms off but there are additional forms to fill in due to 3rd part ownership? So in a way we did what we had to and sent the forms off but they're incomplete due to complications and we've been granted extra time to complete the final paperwork?

I'm just making all this up in case you hadn't noticed.
