It's so team with concussed players don't feel the need to keep a player on if he's got a head injury. They get an extra sub, so the opponent does too to remove competitive advantage. Actually think it's the only good rule change the prem has made in years and needs developed more

Basically if you have used all 3 subs and someone has a niggling injury just get them to knock one of the oppositions head off.
