I don't know about TV but you can listen to the Premier League for free in English at www.talksport.com, they're the "global audio partner of the Premier League

watch games here? i'm in seoul. i've got amazing internet but don't like using streamtorrent. sopcast was good when bloodzeed was broadcasting, but that too has gone now. i'd like to pay for it for the sheer convenience and ease of mind of it all.

Why bother paying for it? You can find most of the games here, and if you've got solid upstream rate, you'll be able to watch P2P based games easily.
