Your actual answer would probably be a combination of Poch's requested attributes and our scouts finding him. Our scouting system works in a way that we constantly have people scouring various leagues - whether that be by being at games, or 'proper football men' (as Harry would say) watching the games then speaking to Levy and advising him to take a closer look (which would involve scouts being sent round). On the flip side we have specified scouts who look for certain attributes or positions in more detail, and we also have people who monitor statistics very closely (we're one of the hottest in europe on this) to find suitable players, people running down contracts etcetera. The statistics element is very interesting as it doesn't just include 'squawka-esque' statistics such as average passing length but also speed, prowess in other sports (I know it seems ridiculous but we do have access to some), there's even rumours we knew Yedlins bench press before we signed him, that admittedly I only heard after it was a done deal.
So basically I have no idea, but it has been implied that he is a Schneiderlin 'lite' so I would GUESS that it was Poch's suggestion and then one or a combination of these other methods that found him individually.

Or manager asks for a player - player costs about 10m more than he is worth - committee and Scouts find a similar player for 20m cheaper - Levy buys player.
yes but ultimately the manager ends up with a player not as good as the one he wanted. then when we don't crack the top four with a sub top four calibre squad he gets sacked.

You strike me as the kind of chap who would go see "Annie" on stage, and when she started singing "The sun will come out tomorrow..." you would stand and shout "Not bloody likely"well petit and vieira are two of the greatest midfielders france have ever produced whilst neither capoue or stambouli can even get in the squad ... so it's looking a little closer to the latter currently.
ben arfa would fit in well here, we'd be one closer to fielding a french reject 11.
