It means he has to serve a next game suspension. The rules are there to protect players who picked up a yellow in the earlier rounds and then miss the final because they get booked in the semi like what happened to Gazza in the 1990 world cup.

I think they've changed the rules, or are going to change them, that they'll rule out a goal if your arm scores the goal. Doesn't matter if it was intentional or if you arms were by your side.

Yellows are but suspensions aren't. So he gets suspended but his yellows go back to 0

Stray yellows are wiped out. Suspensions are not. Son was suspended as soon as he picked up the yellow.
