Intruder, security camera or spot light?

Was just looking for a little advice. BacKground: Saturday night myself and my girlfriend were enjoying some Netflix. The house was a little warm so we opened the window. I live above a restuarant so I am not ground level but the bottom apartment of a two storey. The time was about 11:30, we had low lighting in the room so it was bright but the curtains drawn. We heard someone on the phone outside but as my neighbours are close enough I thought nothing of it. Just as we agreed on what to watch a hand appeared from behind the curtains followed slowly by a small, round head. I jumped up and began screaming at the intruder who quickly retracted both hand and head while screaming ‘sorry, sorry, sorry’ and started to close the window. I went after him and he took off. I was unable to get my thoughts or clothes together quick enough to follow/ chase down the street. I was wondering if anyone could suggest a camera system or spotlight system I could use. I am on a budget so £1000’s is not feasible?? Any suggestions welcome.

Edit: I almost forgot. On the subject of security cameras, I have used the Arlo 3-camera set previously - worked well for what I needed it to do.

Amazon do a ring hd motion detecting camera with spot light for under £200 , pair with an echo to notify you and could be enough.

Also a sword might come in handy

The issue with the ring hd that I have is the way they store your video feeds on their servers and access it and share it with whomever they want whenever they want (that's in the ts and C's). I'd rather it be stored locally and only I access it. I have a ring doorbell and am trying to find someone to buy the hardware off me so I can buy a eufy doorbell instead.
