How much more money and time are we going to waste?

I think the thing that is most frustrating to me about our current problems is how much money we've spent and (imo) wasted in recent years. How exactly can this happen? The only conclusion can be that whichever people are identifying and buying players are highly incompetent. If that doesn't change then we really have no hope of rectifying anything. It's frustrating to see teams like Swansea and Southampton doing it the right way while we piss money away on terrible players.

We're essentially getting duped into buying fake rolexes, thinking we are getting the real thing. We've spent 180 million in the last 3 seasons. If the people actually doing the spending were at all competent then that should be enough money to build an excellent team. But instead we have a team in which players we've gotten for free (Kane, Mason, Bentaleb, etc) seem easily better than the players we've spent a lot of money on. There's not even much separating Townsend (free) and Lamela (28 million) at the moment - both have been pretty awful. Not saying it's bad that we have home grown players coming through the ranks, but it is bad that we've spent so much money on players who really don't warrant their price tags. And that we've done so repeatedly.

It doesn't seem like something that should be so difficult to me. If you have people who are professionals at identifying talent working throughout the year to find players that would be of required quality in key positions, then you should be able to, as a result, buy better players. Chelsea have seemed to figure this out recently - they've bought many very talented players for good prices (and sold many of them for big profits too).

Anyway, my point isn't to complain about the past. I just think that if we want to become contenders at the top of the league again, rather than to continue to slip down the table, then we need to give our transfer policy a serious rethink. First, invest in a system of identifying the right quality players for our first team.
