I liken this situation to the one that Conte had at Inter Milan in his first season, when he wanted Eriksen in January.
They could have got him for free the following summer, but Conte put his foot down and insisted they sign him in January so he could use the remainder of the season to get Eriksen familiarised with his system, with a view to the next season.
The board may have considered this an unnecessary outlay (I think it was around €18m they paid) given they could have him for free 6 months later. But they backed their manager, and reaped the rewards 18 months later when they won the Serie A.
Let's see if the Spurs board can back their man in a similar way.
