I think they probably did because they haven't accepted either of the two subsequent offers.
If we're taking Gaffney's info as correct (and the original reports as wrong) then each subsequent offer being only slightly more than the last serves no purpose other than to annoy Betis. Why only increase in small increments if they told us to do one initially?

anyone had the thought that since last week when the deal was agreed supposedly the exchange rates have changed drastically with the UK's new hard-line approach to the Brexit negotiations the £ has bombed and a 2%+ swing in currency rates is a huge sum when its on a €50-70m deal
I may be screwing the mathematics up, but it looks like from the first talks of a deal being in place earlier in the month to now the fallout of the government instability and the catastrophic pound vs euro, it looks like currency fluctuations have made the 45m offer half a million quid more. That’s insane. It must be driving Levy up the wall. It also means that their higher asking price is a full million pounds more than it was a month ago in real terms. I know I look at it like a guy with no money, but I’d be looking to the pound and praying we’ll see some stability before having to make a first payment...
THFC will have plenty of Euros in their coffers. We won't just have £ hidden under the bed.

I’m not worried about this. For all we know, Poch could’ve told Levy “it’s Lo Celso, or it’s nobody” similar to last year when Levy was unable to get De Jong and Ndombele for various reasons.

If that is the case and GLC is the only player Poch wants, it definitely makes sense to wait and save money. Betis need to sell and GLC would’ve missed most of pre season regardless so waiting would make no difference.

For the record, I’m getting pretty tired of reading the Levy hate on this forum. It honestly makes no sense to call Levy tight when the man above him, Joe Lewis, a multi billionaire, is giving us nothing.
Why should he "give" us anything? Even Abramovich hasn't given Chelsea all that money - he's lent it to them. As @RJR1949 implied, Lewis/ENIC have been far more benevolent owners than the Glazers or Kroenke.

Lets say this information is true, then Levy would be working within the clubs best interest to keep low balling if there's no other offers and if another team comes in with an accepted offer to then match it, Lo Celso supposedly is keen to work with Poch so the other club shouldn't be a problem. He'd be overpaying to play it any different and if they have to sell then there's no need to pay more.
But Arsenal have made signings so Lo Celso should have been playing for Argentina and holidaying as a Spurs player to save some face.

This place can be soul destroying.

The difference is that those players left because they could see the writing on the wall as far as Arsenal's prospects were concerned. As far as we know, Toby's leaving for money. I don't think anyone's sure why Eriksen's running his contract down.

I know I bang on about it but he takes no interest in whether a source is reliable or not, and he never reads the articles himself so we don’t know if what he tweets is even accurate. At the very least can people pls find the original article and post it.

Probably so that he can take his pick of clubs while earning a nice signing on fee next summer. If I was a player looking to leave I would not want Levy involved in any part of it. By running his contract down, he isn't at the mercy of Levy's demands and negotiating tactics.

It's not so much Levy as it is football economics in general. As money pours into the leagues, the players take notice. Free-transfers are going to be an increasing issue. I don't know if the transfer system is nearing extinction but I do think it will drastically change.

I expect contract lengths will expand. Ndombele is 23 and we got him on six years. Wouldn’t be surprised if we see 6/7/8 year contracts handed out for those players with the most potential

Have you ever bought or sold a house, car, business etc?

I ask sincerely because I hear this all the time and it’s utter nonsense. In the real world you only make incremental gains when negotiating, especially when the asset value is subjective. Nobody gets pissed off because it’s not personal, it’s just business and therefore it’s just a simple yes or no.

There are two reasons you make incremental gains;

1. 99% of the time if you make a large increase in your offer the other side will always reject it in the hope of a larger bid, knowing they can usually still accept what’s on the table.

2. Any large increase in offer my blow way past the figure the other side will accept and they could still reject that bid (see reason 1).

Tl:dr it’s not personal it’s just business and everyone worth their salt makes small increase in an offer for fear they may get gouged or overpay

I don't think we at that level. We paid £23 million combined for Toby and Eriksen..losing them on a free will suck but when you think of what their contributions have been in us securing CL revenue over 4 seasons then its a balanced trade off.

It's only the loss of the sell on fee of them, as assets which hurts... But in truth players costing £30 -60 million leaving on a free is far more costly.

Whilst respecting the ITK, which is why we’re all on here, we are always told to take with a pinch of salt. So I do. They can only pass on the info they are fed with in good faith. If Hercs is told all agreed with a couple of players and he believes that’s a great source. He passes it on, thankfully. That really doesn’t mean that info is accurate or presents reality. That’s the salt bit. That’s what makes this site so good. But we can question how accurate the original source of that info is. If Levy didn’t have consistent history I may agree with you. But seriously we can open our eyes and see. Why else would Poch decide to kick off as he did last year when he was left with no investment in the team. A team utterly shattered as proved by performances and results in the premiership in 2019.

I’ve had an opportunity to meet and chat with Poch. I’ve seen how others around the club interact with him; the body language. I’ve looked into that guy’s eyes. The one thing you get is an honesty, passion and seemingly strong principles. He really is something else. He really engaged with me. Someone who means nothing to him and has no consequence to his success. Yet he was interested in my thoughts. I’ve also met Levy. I’ll leave that experience private. So yes I’m far more confident laying my full support & loyalty to Poch (and Spurs) and happy to stick with my beliefs that Levy is at fault for how Poch may feel.

Levy deserves credit for recent success & development, absolutely no doubt about it. But Poch should be treated by Levy as the incredibly valuable asset that he is, the heartbeat of the club, the man that has brought the on-field success that has allowed Levy to have his success........he's also made Levy millions.

Personally, I have never seen Lo Celso kick a ball other than a 5 minute YouTube video, I have no idea if he's a game-changer or a Vincent Janssen. However, I do get the impression that Poch rates him very highly and wants him. That should be enough for Levy to makes sure this deal is done.

I'm with you mate, I'd back Poch all day long over Levy.

Call me madly optimistic but I still feel that the club will get this one over the line.
