Yes because they play a similar role so we've clearly identified we need that type of player. It's just funny that missing out on them lead to us going for much better quality further down the line (chasing De Jong and now Lo Celso). It made sense to go for them at the time given their contract situations though. I believe the plan would fall flat however has he would have had 4 seperate registrations in one season (PSG/Betis/RM/Spurs) which is not allowed by FIFA rules.

For one, the registration is for the 2019/20 season, so why would PSG register him when they've already sold him? Two, from what I understand, teams don't need to submit their respective squad lists until closer to the season, and just because you buy a player, you're under no obligation to register him for a competition. Real Madrid could feasibly buy him, not register him, and then sell him on.
