What actually is the 'transfer list'?

As with any post i make, im bored and my mind starting wandering into questions i never needed to ask, so here's todays question!

What is the transfer list?

Is it an actual list that gets faxed on pinned onto bulleten boards up and down the country? Does it have any legal point? (i think i heard transfer listing means no compensation to the player or the other way around). Do players have to wear special armbands to signify desertion?

Does it actually affect anything? Berba and countless others weren't transfer listed and got moves whereas Jermaine Easter at Plymouth was transfer listed immediately because of homesickness and took months to get a loan. Is there any point to it?

To be honest all i can base my assumptions on is Football Manager and after seeing Cherno Samba and Victor Moses still not playing for England im fairly sure it might not be the font of all knowledge

Any light shedders about to light shed on the issue?

Mind your own business.

*places SBP on the transfer list*

No... honestly, I have no idea.

I would hazard a guess that it's a reference to a hypothetical list at each club of players they consider expendable, not an actual list being faxed about (unless of course that club is actively trying to offload players, in which case i don't doubt that agents are contacted and offers are made.

Perhaps, back in the glory days, it was an actual list similar to the way they pick and cut players in American Stupidball or Ghetto Netball but i would think that now it's more just a case of using a familiar phrase instead of trying to overhaul the lexicon of the average football fan

There is a list that Agents and Clubs have access to if they want it, held by the FA.
It can be faxed, e mailed or Royal Mailed depending on the Size of the Club requesting it....
