Tottenham have offered a contract to Feyenoord right-back Lutsharel Geertruida, who is also on the radar of Liverpool, Bayer Leverkusen and Inter Milan this summer.

Surely you can't offer a contract until you've actually paid the transfer fee. Come to terms with the player, possibly, but you can't offer a contract to a player who isn't free to sign one.

Seems very unlikely to be true unless a fee has already been agreed with his club and a contract agreed with the player/agent.

I'd have thought the opposite. You have to offer a pretty airtight package when agreeing terms otherwise an unscrupulous chairman (cough) might change the terms once the fee is paid.

I would imagine it'll be an unofficial contract, presented by intermediaries who work on behalf (not for) of the club in an unofficial capacity.

It's badly worded but essentially they're saying we've set out our terms for him if the transfer were to happen.
