I'm trying to access my ticket exchange account to withdraw funds but I can't find the option any more. I can't even see my balance.

Have I missed a statement or FAQ update that tells us it's been removed?

Baldy removed it around 2 months ago hoping we would forget about it

This was in the latest THST update:

  • What is happening to cash held by the Club in the cashback scheme?
The Club continues to hold this, and access to cash held in personal accounts is currently suspended in line with usual practice around season ticket renewal time. If this is causing any fan financial problems, you can email ticket.office@tottenhamhotspur.com to discuss your situation.

I emailed them. They got back to me very quickly to my surprise asking for my phone number and best time to call. I emailed my number and said anytime is fine and shock no response or phone call

They'll get to you, it may take a few days but they're normally quite good. They're not in the business of cheating fans so will do their best in good faith
