Whilst we may yet sign some class players you'd have to go a long way back ( if even possible) when we could better last summer in particular the spectacular week when we signed 4 players in a week including Lamela
Last summer we sold the best player I've seen play for the club. That must count for something?

Last year we lost our best player and brought in seven players ad hoc, leaving weak areas un fulfilled.

This time round we have a new Manager with credible EPL credentials, our best players have signed new contracts and new players have been bought to strengthen the weak areas. I think this window beats last season's by a mile.

I would suggest that the two windows together add up to decent business. It might also take a third window, January, to get one or two extra pieces of the jigsaw together. We Have lost the nucleus of the team of a few years ago...Modric, VDV, King, Bale, Thudd...and this has not been easy to move on from

But then the players we bought last summer will turn out better for us long term than the players bought this summer (even with a couple of the extra ones linked) IMO. We didn't get the full benefit last year, this year I think they will come good. I'm thinking lamela, eriksen, capoe in particular. Can we beat signings like that this summer?

I don't know enough to make that assessment. But Levy has been burned before. Back in the mid-naughts, Diego was ours and only failed at the home office. When Wolfsburg won their first title based around him, it hurt us all a little. So my assumption is that Levy would have gotten some assurances from experts that he would likely get the exemption. That's no guarantee, but he would probably only pursue if he thought it was highly probably. Plus if we loan back to Seattle, it doesn't matter. By next year, he should be getting closer to the magical 75% anyway.
Diego didn't fail a WP application, he is part Italian so doesn't need one. I can't remember why the transfer fell through, but I thin it might have been we agreed a fee with Santos but couldn't agree with the other part owner. We did have a WP turned down for Bobby Convey the American winger though, then a year later he got one and went to Reading.
