I agree as I feel Tanganga did enough to justify considerable game time this season but Jose is going to be ultra conservative this year to push us forward as much as possible. And if Skriniar comes in he's fifth choice and won't see any game time.
Hopefully there's some forward planning in terms of arranging a possible loan for Japhet if we do get our man.
Ditto for Cirkin now Reguilon has been bought in.

You have no way of knowing that. Jose played Japhet plenty last season - when he was far greener. Seems to me that Skriniar will be more of an upgrade for Dier and Toby (who isn’t quite the player he was). I see Davinson as Japhet’s primary competition for a starting berth.

Japhet also looks to be our primary back up at RB if Serge was to go last week of the window. I don’t know if that’s a position he’s comfortable in, but he’ll get games I think.

The evidence so far is:
4 games including two 'easy' Europa games he hasn't played Japhet.
His primary purchases have all been very experienced.
Similar aged players who featured last season in Skipp and Parrott have gone on loan.
Mourinho's under pressure to deliver top four/win a trophy which he wasn't last year.

This would suggest a low risk policy from Jose so far and I don't see Tanganga being part of it this season unless we sell one of the CBs and/or Aurier. Or we have a serious injury crisis.

Tanganga has been injured literally since June. He's been confirmed unavailable in every team news article this season.

Sorting through some old papers earlier today found an old team sheet from FA Youth Cup 4th Round vs Portsmouth -2010 I think we lost 1-0 a memorable goal by Ciftci who want on to play for Celtic I think 10 of the Spurs side wnat on to play league football 3 are full internationals and 5 made first team appearances

That still only addresses one point, not featuring in the early rounds of the Europa.
Once Tanganga is back we'll be further into these competitions and the potential risk increases as he'll then need to get back up to match fitness in harder games.
Buying Skriniar suggests he doesn't trust Toby, Dier, and Sanchez enough so I'd be surprised if that didn't extend to Japhet as well.

This season there is no sign from Jose that he's going to play genuine youth, and whilst Tanganga may be the exception I'd be very surprised if he got significant minutes.
I could be wrong but this feels like a key year for Levy/Mourinho in trying to really push on and I just don't think Jose will take any chances in any competitions.

Is this the same Tanganga who was given his first start against Liverpool in the league?

My impression is he'll be our tactically defensive RB option once he's fit, not a back up.

Could be, but as of this moment we still have two senior RB's on the books.
I'm hoping he'll be our RB version of Davies but if he's still injured and Aurier stays then Jose may just rotate Doherty and Serge.
I believed Skipp should have been rotating/covering DM this season but Jose obviously thought we had enough in the middle to loan him out and if we bring in/don't sell defenders I can see the same for Japhet.

Skipp literally only signed a new contract if we agreed to loan him. He's on record saying that. Jose is on record saying he tried to convince him to stay.

And Tanganga will be the defensive RB, Doherty and Aurier will fight for the attacking slot if Aurier remains.
