If this rule persists in it's current form every team can just sign an old lump like Carroll and Hail-Mary cross it the whole match. Eventually you'll get a handball situation.

1) The freekick wasn't a freekick.
2) The handball wasn't a handball.
3) Even if Carroll wasn't offside, Lascelles was.
4) Dier was fouled on the way up to get the ball, causing his arm to be in that position.
5) They ignored at least TWO Spurs handball shouts at the other end without even checking, one of which was CLEARLY handball.
