How much credence should we give this quote filled report? Never saw him play. Would he be a good aquisition?

If he has played in Portugal since he is 10 he can probably actually pass and control the ball though.

I recommended him 2 years ago...so certainly Poch must have been sneak-peaking at this site while at Soton
On a serious note: a player that young (and remember he's not a starter for England U-20) and always played in Portugal, it's hard to judge/predict how successfully he'll adopt to the EPL. To me the players from Primeira Liga are the most over-priced players in the world (yes there are a few exceptions).
But I have a "good" feeling about Dein. Would like to see Jamal Lascelles joined as well; plus 1 or 2 "ready material" as CB.

Helps keep the quota ?

Unless he trained for a 3 year period in England, it would not help the 'home grown' quota. Quite the reverse. The 'home grown' requirement is unconnected with nationality. It relates to where a player trains between the ages of 15 and 21. During that time, it sounds as if Dier has been continuously affiliated to Sporting Lisbon. If so, he would not count as 'home grown'.

This is the relevant wording:

A home-grown player will be defined as one who, irrespective of his nationality or age, has been registered with any club affiliated to the Football Association or the Football Association of Wales for a period, continuous or not, of three entire seasons or 36 months prior to his 21st birthday (or the end of the Season during which he turns 21).

I'm surprised that there are people who still think it has something to do with nationality.

Young, English, cheap, and must be decent if he's represented England at so many levels? Good to see us trying to sign some quality youngsters. You don't necessarily get a superstar these days even for £20-25m. Lukaku 28? Lovren 20? Very good players for sure , but v v expensive. £4M is surely worth a punt?

Yes, I agree. If it was, it would count against EU employment law.

He's a big centre back who's played for England's under 21 team apparently:

He's only played in the slower Portuguese league, so it might take a little time to adapt. No idea how fast or good he is though.

Should be more than a match fro Dawson then............:bag:
