We never seem to get these long sagas over the line. I know people will probably say Ndombele, but that was more last year we got it done pretty early in regards to this window.

Damiao, Moutinho, Grealish, Barkley, Hulk all come to mind and I’m sure there’s many others. But it does seem that whenever there’s a stand off between us and the selling club we don’t get our man. Tbf based on that list that’s not always been a bad thing but frustrating nonetheless

Lloris, Lamela, Vertonghen, Aurier, just from players currently at the club, all took a fucking long time.

The sell on clause clearly has a lot to do with this. I imagine they'd have accepted 50m if they received pretty much all of that but only receiving 38m is probably making them reluctant.
Quite possibly but they must have calculated that when they bought him, they can't lose on this deal and so it has always been just a matter of how much they could get and in only three months too.

They structure their finance and transfers totally different in Spain and Italy. But never mind, too much to go into any detail. British clubs cannot trade like that!
Maybe Betis're anticipating Brexit is going to devalue the transfer or something. Better get the cash now while it's still worth something!

Tottenham 'closes' Lo Celso and moves away from Bruno Fernandes
Argentine middle can cost up to 60 million euros

Bruno Fernandes was farther from Tottenham after the English club practically struck Betis to sign Giovani Lo Celso on Sunday. Record knows that the deal can earn the Andalusian emblem up to 60 million euros, if the objectives now set are met.

With the signing of the 23-year-old Argentinian footballer, Bruno Fernandes's chances of moving to the London club have been drastically reduced. Unless the Dane Christian Eriksen is still transferred until next Thursday.

As for Bruno Fernandes, there are still several candidates on the table. Manchester United and Real Madrid are two of the clubs that expressed interest in the Portuguese international.

Can’t see why a Portuguese outlet would be the first to hear of a Lo Celso agreement unfortunately. Probably going off shitty sources e.g. Nico Schula and drawing conclusions from that.
