I think because he took Hoffenheim from relegation candidates to the Champions League and so far he's doing well at Leipzig. Howe was good at Bournemouth, failed at Burnley and has gone back to being good at Bournemouth.Genuinely, not being an insufferable smart ass here, why would somebody have Nagelsmann but not Howe. Who can lay out the differences for me? I know a team under Howe lines up differently than under Nagelsmann, very differently, but is that actually why one is so preferred over the other?
It's up to you which you consider the greater achievement, and there's loads of subjectivity, but to me it's a pretty clear difference.
