Obvioulsy they can't put them on general sale now, but I don't think they want to do it anyway. If you look at the Ticket pages on the Tottenham Website there's no mention of tickets going on general sale anywhere. In fact it goes on to imply that tickets won't go on general sale:

"There are two ways fans can buy tickets for home matches at Tottenham Hotspur Stadium.

Becoming a One Hotspur Member is the best way to ensure you have the opportunity to purchase home tickets.

Alternatively, supporters can guarantee their place at any of our home matches with our Matchday Premium options - which are all currently on sale "

Actually I've just found a mention of general sale on the Membership page:

No match at our new stadium has reached the General Sale stage.
Pretty sure the Southampton game went to general sale

They did go to general sale but only on the ticket exchange not because members failed to take up the full allocation in the members sales window which they did . Essentially the Southampton match was a sell out even though the crowd figure was 59,645 , the club already has the money from season ticket holders so if a seat on TE doesn't sell it's the ST holder who loses out not the club. If the club gave the attendance on seats sold like some others do then they would be posting attendances of something like 61,000 for every game. Every game so far has sold out in the members sales window but for some reason or another when tickets come up on TE they don't always sell probably because they are expensive enough already and there is the extra transaction charge to add. Nailsy is correct in that seats haven't gone on general sale due to members not taking up their allocation but any more performances like the Bayern game might change that.

Yep seems they won't put it on gen sale because of the fear that red star fans will buy tickets which means we'll have a lot of empty seats

Surely putting it on gen sale with previous booking history is the answer here!

I have never had any interest in American Football before but watched some live coverage of the Raiders v Bears game out of curiosity.

Our stadium looks amazing in NFL mode and the atmosphere seemed to be fantastic.

The game was enjoyable too and it’s impressive to see both games sell out.

The feedback from the US media and NFL players have all been positive and I hope this raises our profile enough to get a lucrative stadium sponsor.

Now people are saying it's a £1.2billion stadium.

Reminds me of the Only Fools and Horses episode where Albert gets 'mugged' and the number of muggers increases every time he talks about it.

It's going to be a £2billion stadium by the end of the season lol

Tbh £1.2bn seems to be a pretty well used figure now. Levy admitted himself was over £1bn. Although if true considering loan facility is £630m would mean ENIC have already paid circa £500m. The last figure I saw they’d paid was £350-400m but that was a while ago so £500m is feasible.

All the land acquisition, the design team fees, the lengthy planning process,t he tender procurement and probably the early stages of the build itself have long since been paid by THFC and either capitalised or written off, depending on whether they are classed as capital costs or revenue expenses. Most of it, probably near all of it, has been capitalised and is included in the headline figure of £1.2b.

I am never quite clear from the club's utterances whether the latest headline figure is for the entire NDP or just for Phase 2 (the stadium itself).

We have been paying for it for years. Buying land etc... I believe swiss ramble had our accounts as having paid £496m on infrastructure last summer. By now we'd have paid off a bit more.

The Labour Party have just confirmed that they'll remove the ban on persistent standing at football from next season if they enter government.
