There's been significant growth in the number of academy-trained players over the last couple of decades, which also means there's been an extended period where a lot of very well-schooled youngsters have been joining the EFL and the better non-league clubs. Thinking back to when I used to attend a lot of Division Two and Three matches in my teens, highly skilled and athletic lower league players like Don Rogers (Swindon) or Alan Durban (Shrewsbury) were the exception. Nowadays they would face a lot of technically accomplished competition.
