They are definitely spending money but I am not convinced they aren’t being outspent by City as a whole. I know it’s a simplistic way of looking at it, but on financials alone, they are pretty much where they should be, not the “plucky well run underdog v’s the evil oil state” that many of thief fans would like you to believe.
