Although its not a given, think most kids/parents wouldn't be that keen on moving significantly out of London (cost, break with friends/family - and father's job), so its not an easy choice after he's looked at London clubs, think the next easiest might be Southampton...
Not sure who is advising him or if he has an agent, and that's his agent, but hopefully he'll change advisor as the advice he's had is clearly not very good !

Thought the 2nd years looked better towards the end of the season, when more of the 2nd years stopped playing - although Bennetts had dropped off alarmingly from the start when he looked very good.

I'm not sure exactly how the definition works - except that he has to have been at Spurs for 2 years before he is aged 21 - and loans from Spurs don't count in the 2 years.
So my guess is that until the end of 2016/17 he cannot be classed as an u21, and therefore must be on List A
Think this makes the point of what the Academy contributes to Spurs - in addition of course to Kane, Rose, Mason, Carroll, Bentaleb, Pritchard, the 11 youngsters who went to Australia and others still in the Academy.
So far we've pretty much paid for the training ground that the first team use...
Worth also pointing out that OP is based upon PL rules.
Under UEFA rules, u21's need to have been with the club for 2 years to be eligible to be on List B, which means in turn that N'Koudou and, I think Alli, need to be put on List A to play.
