Southgate has a responsibility to look after the players while they are on international duty, and he has done that. Kane didn't feature in the first match, played 30 minutes in the second and is now likely fit enough to start tomorrow.

The problem is that Kane, whether for Spurs or England, always wants to play. We can't expect Southgate to rest him if Harry is in his ear telling him he is fit.
As he gets older, Harry just needs to be more realistic about managing his limits.
The only possible explanation is that a deal is being discussed and we cannot afford his getting injuried.
I have no doubt that Jose would be using him this week otherwise, and if the deal falls through I am sure he will be back in the picture quickly enough.
