Why wouldn't there be?
Well I imagine the central thinking is what is the minimum amount of people absolutely required to put a game on. Then having the players and officials standing around doing nothing waiting for VAR several times a game, considerably elongating proceedings, isn't optimum. Particularly if you follow the line of thinking that they were actually considering reducing the length of halves to get things done as fast as possible. Also having the several VAR operatives and the video ref in a booth for a couple of hours isn't ideal. Is it possible to social distance in an enclosed space for that length of time?
