The two cup finalists were the league champions and a team who weren't given a UEFA license due to insolvency, so the place went to the third eligible team from the league. The third place team in the league (Cluj) also filed for insolvency and weren't given a UEFA license either, so by default it went to Astra. And this is in a league where 10 of the 18 teams don't have a UEFA license and cannot qualify.
