NFL regular season only runs September to December, so that I don’t think the stadium only coming online at that time would make a difference contractually.Could it simply be that it’s only one game this year because this year is only half a season at the new stadium, and the deal is 2 games per season?

There were lots of reasons...Prime example: There was no reason for the Browns to move from Cleveland to become the Ravens, or the Rams to move from St. Louis to LA.

The Rams and Chargers moved to LA because the LA market is deemed more lucrative than St. Louis and San Diego. The earlier kick-off time in the UK gives the NFL another nationally televised game a week but also allows them to market live broadcasts to the Middle and Far East. London will eventually get an NFL franchise.
