It's irrelevant. You can bid, negotiate and sign everything anytime. The window is simply the time you can register players.

Tbh, clubs can buy players or for all intents and purposes complete transfers on any day of the year at any time. The windows are more about when the player physically arrives/or is available for your club. Not really sure why this is often a big source of conversation.
