Maybe, but it seems ludicrous that a ref can, it seems, provoke a manager but said manager cannot respond without getting charged. Where's the repurcussion for Dean?

I guess Poch has been charged because of what Dean said in his report. Wether there are any repercussions for Dean probably depends on what Poch says in his response. Unfortunately it sounds like he's not going to tell what was actually said and they can't really punish the ref if they don't know what's happened.
