It's called kinesio tape. Physio's use it to add a little stability to muscles and/or pull them into a slightly different position.

It's a little faddy imo but I'm not a physio.
I had it done to my ankle years ago. I could feel it was on but not sure it helped.

Bale used to need them when he had recurring hip/back problems. They fixed as he got older. But the tape manufacturers pay him to keep wearing them.
