I think i'm close to a ban for not talking ITK so thought i'd respond to your last post privately.
A suspended sentence literally is a warning to not do it again or else you'll get X punishment. If you put a time frame on it, then its a warning not to do something within X time frame or you'll get X punishment.
Taking your example: charged in 2007 sentencing in 2010.. if during that 3 year wait chelsea had conducted themselves correctly, proved to have followed the rules then i think that is taken into account. I've still not researched it so i don't know for sure but as soon as i read your debate this was what i thought made sense.
