Why would we bother agreeing with the player and then not follow it up with the club ? ... surely we would have some kind of idea about the fee first... it almost sounds like a Bayern-move

This is pretty much how every transfer happens with every club.
Often the last things that seem to get sorted are payment structures/money up front/add ons etc...
Seems like we're in that stage.

It is a shit stirring aggregator posting an article by a journalist who never gets anything correct.
Besides a hijacking story usually means it is close to being over if anything and he is about to sign for us!

For example, we had 60mil earmarked for CB's and there's a chance we think we can get Tapsoba for £35mil, we know we cant spend more than 25 on VDV.
Currently Wolfsberg might be asking for 30, which means we buy Lenglet rather than Tapsoba or VDV.
I'm sure most fans would rather wait a little longer and the player potentially miss the start of the tour if it meant signing both VDV and Tapsoba.
